US Citizens in Ireland Need an EA. Here's Why.

3 min read

U.S. citizens abroad remain subject to U.S. tax rules, but return-filing obligations depend on income, filing status, thresholds, and other facts. The Foreign Earned Income Exclusion and Foreign Tax Credit may reduce double taxation when their requirements are met; neither automatically removes all filing or tax.

The complexity comes from Irish deemed domicile rules, the US-Ireland tax treaty, and PRSA pensions.

The Ireland-US Tax Relationship

The FEIE excludes up to $130,000 of foreign-earned income from US tax. The FTC credits foreign taxes paid against US tax on the same income. Each election has different consequences. In Ireland, the right choice depends on the local tax rate, the type of income, and whether you're planning to stay long-term.

FBAR applies if your Ireland bank accounts exceed $10,000 in aggregate. FATCA applies through the intergovernmental agreement between the US and Ireland. Form 8938 may apply for higher thresholds.

Why the Returns Aren't Simple

Most domestic preparers don't understand Ireland financial products. A Ireland pension is not a 401(k). A Ireland ISA is not a Roth. A Ireland investment account may hold PFICs that require Form 8621 reporting. The interaction between the two tax systems creates complexity that generalist preparers can't handle.

An EA who understands Ireland tax structures — the local retirement system, the investment vehicles, the treaty provisions — is worth their fee many times over.

The EA Advantage

The EA credential is federal, and EAs generally have unlimited IRS representation rights. The three SEE parts cost $951 for the 2026 cycle. Cross-border work also requires country-specific competence; the EA is not the only credential used in this field.

No reliable source reviewed here measures the number of Ireland-focused EAs or guarantees a client market. Population counts do not equal paying clients.
